The Challenge
A national road database is only as valuable as the strategy guiding how it evolves. Without that strategic direction, infrastructure data initiatives risk becoming reactive, fragmented across different municipalities and stakeholders, and disconnected from the actual operational realities on the ground.

This engagement involved extensive collaboration with stakeholders from both Trafikverket and municipalities across Sweden, ensuring the resulting strategy reflected genuine operational needs rather than top-down assumptions. The work required carefully balancing real technical complexity, the database's underlying architecture and data structures, against organisational reality, what stakeholders could realistically implement and maintain. That balance shaped every recommendation in the resulting NVDB strategic direction document, a comprehensive roadmap defining how the database should evolve over the following four years.
The Approach
The result was not just a strategy document, but a practical, accompanying action plan, together giving Trafikverket and its municipal partners a shared framework for genuinely coordinated, long-term digitalisation of the country's road data infrastructure, one that multiple stakeholders could work from in alignment rather than in isolation.
