The Approach
Rather than starting with a technology recommendation, the work began with a thorough investigation into what digitalisation actually required of the organisation itself, what adjustments to operations, structure, and process would genuinely be needed to meet the demands of digital transition. The focus stayed deliberately on the human, procedural, and structural dimensions of change, recognising that introducing new technology without addressing these factors first tends to fail regardless of how good the technology is.
The output was a carefully constructed set of decision-support documentation, giving municipal leadership a clear-eyed, honest view of their available options and the practical considerations attached to each, equipping them to make an informed choice rather than following an external party's prescription.
